Tamil Nadu Budget 2011 - 2012
The budget, which for the first time has crossed the size of Rs.100,000 crore, has also proposed to create a revenue surplus, while promising to contain fiscal deficit at 2.9 percent of the its gross state domestic product (GDP). O Panneerselvam, Finance Minister submitted the budget.  

Education Department:
The amount of rupees 12,674 Crores have been allocated for the various improvements in the Department of School educations. The common syllabus is being introduced for all standards from the next academic year.
The Department of higher educations has the amount of rupees 2,135 Crores for its growth.
The amount of rupees 360 Crores have been allocated for giving free education to the Scheduled Caste/Scheduled Tribe students which will improve them in the society.
Tamil Nadu is currently discussing with industrial houses, which may attract 22 major projects having an investment potential of nearly Rs 21,500 crore. Investors from Korea, Japan and Thailand have evinced keen interest to invest in Tamil Nadu. "Our Government will establish exclusive Industrial Estates to house such industries from these countries. Since most of these companies use Ennore Port for their import and export, this Government will create a direct link between National Highway 5 and Ennore Port through the Northern Port Connectivity Programme", said the minister.
Southern Districts:
Industrial Growth Corridor on the Madurai-Thoothukudi highway. A detailed project report is already prepared. Suitable locations have been identified in the project report for a Manufacturing Business Investment Region, Agri Business Investment Region, Knowledge Hubs and a Special Tourism Investment Zone. This project will be implemented through Public Private Partnership (PPP)".
It is proposed to increase the capacity of the Alangulam unit from the present level of two lakh to four lakh tonnes per annum at an estimated cost of Rs 165 crore and the capacity of the Ariyalur unit will be
expanded from five lakh tonnes to 15 lakh tonnes per annum and Rs 350 crore will be invested for this purpose.
FREE:
Free rice for 1.83 croe families.
Social security pension from Rs. 500 to Rs. 1000 for 23.95 lakh elderly and destitute persons.
4 gram gold coin along with the marriage assistance of Rs. 25,000 to poor girls and the increase of such assistance to Rs. 50,000.
for girls with Diploma or degree.
Rs. 2,000 for fishermen during the fishing ban period.
Village welfare :
The amount of rupees 4,554 Crores has been given to the benefit of the Department of Human welfare.
The rural development work is very important for a state. Therefore, the amount of rupees 8,812 Crores have been allocated for that.
The amount for the subsidy of the food expenses would be rupees 4,000 Crores.
The amount for the subsidy for the Electric board is rupees 1,681 Crores.
The fund allocated for the pension for the aged people would be rupees 1,379 Crores.
The total amount of rupees 360 Crores have been allocated to the Child delivery scheme for the ladies

Dam: Construction of check dam for Rs. 32 crores accross Cauvery near Mutharasanallur.
College: Horticultural College and Research Institute exclusively for women at a cost of Rs. 10 crores.
Srirangam : Yatri Nivas in Srirangam at a cost of Rs. 36.4 crores.New National Law School and an Indian Institute of Information Technology in Srirangam constituency.

Police : There are 1,492 police stations at present in Tamil Nadu, of which 282 police stations are in rented buildings. In 92 places construction works are in progress.
As the pace of construction of new buildings to replace dilapidated buildings and rented buildings is very slow, this Government will substantially step up the allocation for this purpose. During 2011-2012 ` 4.11 crores is set apart for the construction of 11 buildings

In order to tackle the menace of cyber crimes, new Cyber Cells will be set up in Salem and Tirunelveli also. As cyber forensic laboratories exist only in Chennai City Police and in the CB CID, such labs will be established in six other places including
Salem and Tirunelveli.

This Government will recruit 896 Sub-Inspectors, 121 Sub-Inspectors (Technical) and 5,588 Grade II Police Constables to fill existing vacancies.

The strength of Home Guards will be increased from the present level of 11,622 to 16,000. Their daily allowance will be increased from Rs. 65 per day to Rs. 150 per day.

Judicery: 136 crores has been allotted for improving the infrastructure of the High Court, subordinate Courts and for the construction of residential houses for Judges.
Fire and Rescue: New buildings
for 10 Fire and Rescue Service Stations and a new building for Perambalur Divisional Office are under construction. Further, construction work of 243 quarters for officers and service personnel is being taken up by the Tamil Nadu Police Housing Corporation at a cost of ` 21.50 crores. In the Revised Budget Estimates 170 crores has been allocated for Fire and Rescue Services.

Rs. 5000 crore was allocated to maintain 2500 km Road Highways present in Tamilnadu. This will be done with the aid from World Bank.

Monthly Salary is raised to Rs. 1000 for temple archakars and Village poojaris.

Drinking water storage in Chennai corporation to be increased to 4.20 tmc.
Rs. 367 crores to improve the condition of dams, ponds and waterways.

Solar Powered Street Lights will illuminate the Villages at a cost of Rs. 248 crores. It is proposed to implement 20,000 street Lights per year.

Rs. 74 crores for building fish storage rooms.

Crop loan worth Rs. 3000 crore without any interest is to be given to the villagers to promote agriculture.

Rs. 56 crore to be spent to distribute cows.

Rs. 146 crore will be spent for the well being of TamilNadu Prison.

Hogenakkal Water Scheme has been alloted with Rs. 400 Crores.

Rs. 130 crore to be spent to distribute 4 sheeps to each poor family.

Rs. 1000 crore allotted for around 6 lakh Free Green Houses.

Rs. 51 crore will be spent to modernize and upgrade Tamilnadu Police with sophisticated gadgets.

Arasu Cable TV to be launched soon.

No Power Cut from August 2012.

115 Lakh metric tonnes Food Production Planned.

Fiscal Deficit 2.9 per cent.

MLA Constituency Development Fund raised to Rs. 2 crores

 

Projecting the outstanding debt at the end of 2011—12 at Rs.1,18,610 crore, he said that borrowing proposed in the current year was “unavoidable,” as the state had to keep up the pace of its developmental activities.

However, the outstanding debt will not exceed 13th Finance Commission norms of 24.50 per cent of GSDP as at the end of 2011—12, as this ratio (for Tamil Nadu) will be only 20.39 per cent, he said describing it as a “redeeming feature.”

 

இலவச மிக்சி, கிரைண்டர், மின்விசிறி வழங்குவதற்காக, 1,250 கோடியும், சூரிய மின்சக்தியுடன் கூடிய பசுமை வீடுகள் கட்டும் திட்டத்துக்கு, 1,081 கோடி ரூபாயும், மாணவர்களுக்கு இலவச லேப்-டாப் வழங்கும் திட்டத்துக்கு, 912 கோடி ரூபாயும் ஒதுக்கப்பட்டுள்ளது. இதுதவிர, ஏழைப் பெண்களின் திருமணத்துக்காக, உதவித் தொகையை உயர்த்தி வழங்குவதுடன், திருமாங்கல்யத்துக்கு, நான்கு கிராம் தங்கம் வழங்கும் திட்டத்துக்காக, 514 கோடியும், இலவச ஆடு, மாடு வழங்க, 191 கோடியும், மாதவிடாய் காலங்களில், பெண்களுக்கு இலவச நாப்கின் வழங்க, 25 கோடி ரூபாயும் ஒதுக்கப்பட்டுள்ளது. இதுமட்டுமன்றி, புதிய மருத்துவக் காப்பீடு திட்டத்துக்காக, 150 கோடியும், 10ம் வகுப்பு முதல், 12ம் வகுப்பு வரை, அரசு மற்றும் அரசு உதவி பெறும் பள்ளிகளில் படிக்கும் மாணவர்களுக்கு ஊக்கத் தொகை வழங்குவதற்காக, 394.04 கோடியும் ஒதுக்கப்பட்டுள்ளது.
இந்த புதிய திட்டங்கள் தவிர, ஏற்கனவே செயல்படுத்தி வரும் திட்டங்களின் பயன்களை அதிகப்படுத்தி வழங்கவும், நிதி ஒதுக்கப்பட்டுள்ளது. இதன்படி, முதியோர் ஓய்வூதிய திட்டத்துக்காக, 2,842 கோடி, மகப்பேறு உதவித் திட்டத்துக்காக, 596 கோடி, மாணவர்களுக்கு கூடுதல் சீருடை வழங்கும் திட்டத்துக்காக, 202 கோடி, ஒருங்கிணைந்த கிராம கட்டமைப்பு மேம்பாட்டுத் திட்டம் என்ற திட்டத்துக்காக, ஆண்டுதோறும், 680 கோடி ரூபாய் ஒதுக்கீடு என, நிதி ஒதுக்கப்பட்டுள்ளது. இந்த ஒதுக்கீடுகள் தவிர, மின்சாரம், உணவு, இலவச பஸ் பாஸ் போன்றவற்றுக்கான மானியத் தொகை உயர்த்தப்பட்டுள்ளது. முந்தைய, தி.மு.க., ஆட்சியில், ஒட்டுமொத்தமாக, 7,739 கோடி ரூபாய் மானியம் வழங்கப்பட்டது. அ.தி.மு.க., அரசு தாக்கல் செய்துள்ள பட்ஜெட்டில், 9,381 கோடி ரூபாய் மானியமாக ஒதுக்கப்பட்டுள்ளது. ஏற்கனவே, வணிகவரி, ஆயத்தீர்வை, முத்திரைத்தாள், பத்திரப்பதிவு கட்டணத்தில் மாற்றங்கள் கொண்டு வந்ததால், அரசுக்கு, இந்த நிதியாண்டின் மீதமுள்ள காலத்துக்கு, கூடுதலாக, 3,618 கோடி ரூபாய் வருவாய் கிடைக்கும் என, மதிப்பிடப்பட்டுள்ளது. அதே நேரத்தில், பட்ஜெட்டில் இடம்பெற்றுள்ள புதிய திட்டங்கள், புதிய சலுகைகளால், அரசுக்கு, 8,900 கோடி ரூபாய் செலவாகும் என கணக்கிடப்பட்டுள்ளது

Announcing this in his revised budget for 2011-12, Finance Minister O. Panneerselvam said, “The process of land acquisition is becoming cumbersome, often leading to public resistance and endless litigation.

“As the present compulsory acquisition has many shortcomings, we will come out with a new land acquisition policy by adopting innovative methods like land pooling to create adequate land banks and to make available land for creating industrial parks and infrastructure.”
